DEFINIT regularly arranges trainings and capacity building programs for decision makers. One of the trainings is “Quantitative Methods for Decision Making Training” (QMDM Training). The QMDM training is specifically designed for decision makers in local governments or those involved in decision making process in local government, local development planning, and budget planning. The training is also very suitable to students studying local economic development and related subjects.
Description
The QMDM Training will provide participants with the skills required to employ the quantitative methods used to support decision making and problem solving in regional development. Although the training involves some statistical analysis, the training is designed in a specific way to make easier the statistical analysis.
Therefore, those with very basic mathematical and statistical background will be able to master the materials and tools delivered in the QMDM training.
DEFINIT will be offering three series of QMDM Training, each of which has similar training contents.
Each of the QMDM Training Series will cover, among others, the following topics:
- Strategic Planning: Foundations
- Introduction to Data Required for the Analysis
- The Essence Data Analysis
- Data Analysis: Applicable Tools and Techniques
This will include the following subtopics:
- Identification of primary sectors
- Identification of local potentials
- The Analysis of Local Financial Performance
- Forecasting the future of Local Economy
- Selecting Local Development Priorities
- Project Evaluation and Benefit-Cost Ratio Analysis
- Policy Impact Analysis
In order to carry out the above analyses, several tools will be introduced in the training, i.e. Klassen Tipology, Shift-Share Analysis, and Location Quotient (LQ), SWOT Analysis, Time-Series Regression, Analytic Hierarchy Process (AHP), Gap Analysis, etc. The participants will be equipped with the knowledge of using handy software in order to carry out the data analysis such as MS Excel, Expert Choice, E-Views, etc. The participants will also learn how to quickly interpret the results of the calculation using the above analytical tools and derive proper policy recommendations based on those results.
- Simulations (Micro Projects)
The participants will practice by using real data and real cases and apply the above tools that they will have learned.
The trainers and facilitators who will deliver the above topics are those with extensive experience on local economic development and local planning processes. Those experts have strong theoretical and practical knowledge that will provide significant benefits for the participants.
Method:
The QMDM training will combine presentations with exercises and group work among the participants. Each presentation will be followed by a short Q&A session. Participants will also work in groups on real case studies to analyze practical issues in the process of decision making. This will facilitate the process of sharing experiences and mutual learning. The training will be conducted in Bahasa Indonesia.
