Kartu Prakerja  Program  (Prakerja)  is the  Government of Indonesia’s initiative  to  improve the    competence,    productivity,  competitiveness,   and   entrepreneurial   skills   of   the Indonesian labour  force. This  program  is  intended for  job  seekers, workers  who  have experienced job  termination, and/or   workers  in  need  of  skills  improvement,  including micro and small business owners.

Prakerja  has  been serving  a double  mission  as  part  of  the  National  Economic Recovery Program in response to the COVID-19 pandemic (semi-social assistance scheme) for three years.  Due to  the  pandemic, Prakerja  training  under  the  semi-social  assistance  scheme was conducted online.  In 2023, Prakerja  has  transitioned back  to  its  normal  scheme or original design, refocusing its goals as a skill development program to enhance the competencies of the Indonesian workforce. Under the normal scheme, Prakerja  training is also  conducted offline,  in addition  to online.  From April 2020 to July 2023, more  than  17 million people have benefited from Prakerja.

The study aims to:

  • Understand the perceptions  and  satisfaction  of  beneficiaries  regarding  the  overall services of Prakerja  Normal Scheme.
  • Learn about the strengths and uniqueness of Prakerja  business process based on the experience of beneficiaries (user journey)  of Prakerja  Normal Scheme.
  • Provide constructive   policy   recommendations   to   the   government  regarding   the implementation of Prakerja  Normal Scheme going forward.

The  evaluation of  Prakerja  training  in this  study  adapts the  4-Level  Training Evaluation Method,  which includes Reaction, Learning, Behavior, and Results. This method is applied to  the  user  journey  of Prakerja  beneficiaries, starting from  the  registration process until the completion of the first training.

The  data  analysis  was conducted using a mixed-methods approach, which  is a method that  combines  simple  quantitative and qualitative analyses. The quantitative analysis  in this   study   was   performed  using   descriptive  statistics,  cluster  analysis,   and   cross- tabulation to examine  relationships between variables. The qualitative analysis  was performed  using   Word   Cloud   to   visualize   the   frequency  of   critical  themes  from respondents’ answers, as a complement to the quantitative analysis.
