Household’s Balance Sheet Survey 2012

Household sector not only has an important role in the economy but also has a great influence on financial stability system. The influence of the household sector in the financial system can be seen from the amount of bank loans to households. Moreover, incorrect cash flow management and liquidity of households could potentially lead to the failure of households in financing their expenditure, including meet their debt obligations.

Therefore, regular and intensive analysis and supervision on the development of household financial sector becomes a very important aspect. These analysis will bring benefit to the financial authorities, such as Bank Indonesia, in formulating strategies for crisis prevention as well as to formulate policies to boost household economic activity in Indonesia, including in raising the level of financial households inclusion in Indonesian. In addition, the analysis of the household financial condition will support Bank Indonesia in maintaining the stability of the financial system for the long term sustainable development.

Household's Balance Sheet Survey (Survei Neraca Rumah Tangga/SNRT) is an annual program of Bank Indonesia in order to maintain surveillence on household financial sector. SNRT 2012 was the continuation survey of SNRT 2011, 2010 and 2009. The respondents for SNRT 2012 were the potential respondents of SNRT 2011, 2010, and 2009. The design of SNRT 2012 refered to the design and concept of accounting of SNRT 2010 and 2011.

As a research, consulting, and training institutions that have par excellence quality, DEFINIT was appointed by Bank Indonesia as the consultant for SNRT 2012. SNRT 2012 implemented in 10 provinces; North Sumatra, West Sumatra, South Sumatra, Jakarta, West Java, Central Java, East Java, South Kalimantan, South Sulawesi, and Bali, covering 4,114 households.

In SNRT 2013, there are several improvements that have been done. In general, financial statements are prepared using the accrual basis, except for the cash flow statement. Financial statements of SNRT 2012 were prepared using a combination of cash and accrual basis (the modified cash basis). The balance sheet was prepared using accrual basis, while Profit/Loss Statement and Cash Flow Statement were prepared using cash basis.

Moreover, other than the above financial statements (balance sheet, profit/loss statement, and cash flow statement), the results of SNRT 2012 was also presented in the form of Goods Flow Statements. This report covers the flow of incoming goods from the purchase and gift from other parties, as well as the out flow of goods from sale activities to the other party.

The results of the survey were also analyze using financial ratios similar to corporate financial ratios. The calculation of financial ratios are based on three financial statements obtained from the survey, such as balance sheet, profit/loss statement, and cash flow statement. Several financial ratios that are to assess household's finances are profitability ratios, activity ratios, leverage ratio, and liquidity ratios. Based on the results, Bank Indonesia will be able to have accurate information on the financial condition of households in Indonesia. These information will be very useful in the decision making proces to maintain the financial stability system.
